China Wood Mouldings and Millwork: Amended Final Results of AD Admin Review
The Commerce Department is amending the final results of an antidumping duty administrative review on wood mouldings and millwork products from China (A-570-117) to correct a ministerial error in its calculation for the AD rate for entries of subject merchandise from one of the mandatory respondents in the review, Jinquan/Baiyuan -- consisting of Fujian Jinquan Trade Co., Ltd. and Baiyuan Wood Machining Co., Ltd. -- during the period Feb. 1, 2022, through Jan. 31, 2023.

The original final results were effective Sept. 18, with Jinquan/Baiyuan assigned a 4.25% AD rate. The day before the final results were published, the Coalition of American Millwork Producers submitted comments on the way Commerce applied its calculation to arrive at that AD rate. Commerce agreed that it made a ministerial error in its calculation of the AD rate, resulting in the adjustment that now assigns Jinquan/Baiyuan an AD rate of 4.68%.
Because Jinquan/Baiyuan's rate is used in averaging to derive a rate for the 22 non-individually examined companies subject to the review, the review average rate also changes, from 4.25% to 4.68%. The 22 companies are listed in the Appendix to the notice of amended final results.
The rate for the other mandatory respondent in the review -- Yinfeng Imp & Exp Trading Co., Ltd./ Fujian Province Youxi City Mangrove Wood Machining Co., Ltd. -- at zero percent, is unaffected by this amendment.
The new cash deposit rate for Jinquan/Baiyuan and the 22 review average rate companies is effective Oct. 24.
