Mexico Heavy Rectangular Pipe: Amended Final Results of AD Admin Review
The Commerce Department is amending the final results of an antidumping duty administrative review on heavy walled rectangular welded steel pipes and tubes from Mexico (A-201-847) to align results with those agreed to in a court case that challenged the duty calculation for Maquilacero S.A. de C.V. (Maquilacero) and Productos Laminados de Monterrey S.A. de C.V. (Prolamsa), for importers of subject merchandise for entries Sept. 1, 2018, through Aug. 31, 2019. The Maquilacero rate changes to 3.48%, and Prolamsa's, to 2.11%. This also changed the rate calculation for nine non-individually examined companies, to 2.51%.

The amendments will not affect the current cash deposit rates for the mandatory respondents, which are 1.37% for Prolamsa and 0.52% for Maquilacero in the most recent final results (see 2204130064).
Since there have been final results published in a subsequent administrative review, Commerce said it won't issue revised cash deposit instructions to CBP.
For the non-individually examined companies, Commerce said that because the cash deposit rates haven't been superseded by a subsequent administrative review of the AD order at this time, it intends to issue amended cash deposit instructions to CBP. These rates are applicable as of July 29, 2023.
The nine companies are: Arco Metal S.A. de C.V.; Forza Steel S.A. de C.V.; Industrias Monterrey, S.A. de C.V.; Perfiles y Herrajes LM S.A. de C.V.; PYTCO S.A. de C.V.; Regiomontana de Perfiles y Tubos S.A. de C.V.; Ternium S.A. de C.V.; Tuberia Nacional, S.A. de C.V.; and Tuberias Procarsa S.A. de C.V.
