South Korea Welded Line Pipe: Amended Final Results of AD Admin Review

The Commerce Department is amending the final results of an antidumping duty administrative review on welded line pipe from South Korea (A-580-876) to align duty calculations for Nexteel Co., Ltd., SeAH Steel Corp., and non-individually examined respondents Husteel Co., Ltd. and Hyundai Steel Company/Hyundai HYSCO with the final decision in a court case challenging the original administrative review results.

In the final results of that review, covering the period Dec. 1, 2017, through Nov. 30, 2018, Commerce calculated the following AD rates: Nexteel -- 15.07%; SeAH -- 9.33%; and Husteel and Hyundai -- 11.6%.

Due to the court challenge, which was finalized with a judgment issued July 14, Commerce is amending the AD rates to be the following: Nexteel -- 1.12%; SeAH -- zero; and Husteel and Hyundai -- 1.12%.

However, because all four companies have a superseding cash deposit rate, i.e., there have been final results published in subsequent administrative reviews, Commerce will not issue revised cash deposit instructions to CBP, and the current cash deposit rate for them will not change. The amended results are applicable as of July 24.

Commerce said that because the court final judgment has not been appealed, it will instruct CBP to assess AD on unliquidated entries of subject merchandise produced and/or exported by Nexteel and the non-selected companies Husteel and Hyundai Steel at importer-specific rates, and to liquidate any SeAH entries without regard to AD.
