Vietnam Pressure Washers: Commerce Issues AD Final Determination
The Commerce Department issued its final determination in the antidumping duty investigation on gas powered pressure washers from Vietnam (A-552-008). Cash deposit rates set in this final determination take effect Aug. 29, the date the final determination is set to be published in the Federal Register.

The next step is for the International Trade Commission to make its final injury determination, currently scheduled for Oct. 6, Commerce said in a fact sheet. If the ITC finds injury, Commerce will issue an antidumping duty order and duties will be made permanent. If the ITC finds no injury, the investigation will be terminated and all cash deposits will be refunded.
Suspension of liquidation and antidumping and countervailing duty cash deposit requirements are also in effect as a result of concurrent AD/CVD investigations on gas powered pressure washers from China (see 2308140025 and 2306020016).
Critical Circumstances for All Vietnamese Companies, Cash Deposits Retroactive 90 Days
Commerce continued to find that all Vietnamese companies under investigation increased their exports to the U.S. in the run-up to the preliminary determination. Commerce will continue to retroactively suspend liquidation for all Vietnamese companies back to 90 days before the preliminary determination, i.e., on or about March 17, 2023.
Estimated AD Cash Deposit Rates
Commerce will instruct CBP to continue to suspend liquidation for AD purposes and collect cash deposits for subject merchandise entered on or after March 17, 2023, as follows (unchanged from rates set in the preliminary determination):

Commerce determined that because no companies are eligible for a rate separate from the Vietnam-wide entity, all exporters of Vietnamese gas powered pressure washers are found to be part of the Vietnam-wide entity, upholding its preliminary finding.
