scope ruling that found Malaysian quartz surface products made from Chinese slabs were subject to the AD/CVD orders, Commerce found Bada Industries and Universal Quartz did not cooperate and could not certify their goods were exempt because they weren’t made from Chinese slabs. Commerce will now consider whether to allow certifications for quartz surface products exported by Bada Industries and imported by Global Stone, as well as for quartz surface products exported by Universal Quartz and imported by AM Stone, at the request of the respective importers.
