If Commerce decides to revoke the order in the final results of its changed circumstances review, it will "liquidate without regard to antidumping and countervailing duties" and "refund any estimated deposits of those duties, on all unliquidated entries of the merchandise ... that are not covered by the final results of an administrative review or automatic liquidation," it said.
