Australia Hot-Rolled Steel: Amended Final Results of AD Admin Review

The Commerce Department is amending the final results of an antidumping duty administrative review on certain hot-rolled steel flat products from Australia (A-602-809) to align dumping margins assigned to BlueScope Steel Ltd. (BSL) and its affiliate BlueScope Steel (AIS) Pty with results of a court case challenging those final results. In the final results of that review, covering the period March 22, 2016, through Sept. 30, 2017, Commerce assigned the combined entity BlueScope a 99.20% dumping margin.

The amendment reflects a change in calculation method and results in BlueScope receiving a dumping margin of 4.95%, aligning Commerce's results with those determined in the court case, but the change will not affect the current cash deposit rates assigned in the most recent final results (see 2108200028).

The notice also said that Commerce remains, at this time, enjoined by court order from liquidating entries "that: were (a) produced and/or exported by BlueScope Steel Ltd. and BlueScope Steel (AIS) Pty Ltd.; (b) subject to the Final Results; and (c) entered, or withdrawn from warehouse for consumption, on or after March 22, 2016, up to and including September 30, 2017. These entries will remain enjoined pursuant to the terms of the injunction during the pendency of any appeals process."

(The review period is 03/22/16 - 09/30/17. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 1904290117 for a summary of the original final results of this administrative review.)
