China Aluminum Sheet: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on common alloy aluminum sheet (aluminum sheet) from China (A-570-073). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered June 22, 2018, through Jan. 31, 2020.

In these final results, Commerce also finalized its determination that Jiangsu Alcha Aluminum Group Co., Ltd., is the successor-in-interest to Jiangsu Alcha Aluminum Co., Ltd. Commerce says the company changed its name but otherwise made no changes to its operations.
New Cash Deposit Rates Take Effect Dec. 29
For entries on or after Dec. 29 (the publication date of these final results in the Federal Register), Commerce is setting new AD duty cash deposit rates, significantly lower than in the preliminary results. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate of 59.72 % applies. The new rates are as follows:

No shipments. Commerce continued to find that two companies -- Teknik Aluminyum Sanayi A.S. and Companhia Brasileira de Aluminio -- did not have any exports to the U.S. during the period of review. Thus, the cash deposit rates currently in effect for these companies will not change, and any entries reported to be from these companies will be assessed duties at the China-wide rate.
China-wide entity. Commerce determined that five companies did not demonstrate independence from state control and are part of the China-wide entity, with a rate of 59.72%, as follows: Choil Aluminum Co., Ltd.; Jiangyin New Alumax; Mingtai; PMS Metal Profil Aluminyum San. Ve Tic. A.S. Demirtas Organize Sanayi Bolgesi; and United Metal Coating LLC.
Assessment Rates for Entries June 22, 2018 - January 2020
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries June 22, 2018, through Jan. 31, 2020. Commerce will liquidate entries during that period at the rates listed above.
