South Korea Welded Line Pipe: Final Results of AD Admin Review
The Commerce Department on Dec. 2 released the final results of the antidumping duty administrative review on large diameter welded pipe South Korea (A-580-897). These final results will be used to set final assessments of AD duties on importers for subject merchandise from 20 companies under review entered Aug. 27, 2018, through April 30, 2020.

Commerce found that the producers/exporters subject to this administrative review did not make sales of subject merchandise at less than normal value during the period of review. The zero rate assigned was also determined in the preliminary results.
New Cash Deposit Rates Take Effect Dec. 3
For entries on or after Dec. 3, Commerce is setting new AD duty cash deposit rates for 20 companies, as follows:

Average rate. Commerce did not individually investigate 18 companies subject to this review, and instead assigned them an average of rates assigned the two individually investigated companies, Hyundai RB and Hyundai Steel. These 18 companies are as follows: AJU Besteel Co., Ltd.; Chang Won Bending Co., Ltd.; Daiduck Piping Co., Ltd.; Dong Yang Steel Pipe Co., Ltd.; Dongbu Incheon Steel Co., Ltd.; EEW KHPC Co., Ltd.; EEW Korea Co., Ltd.; Histeel Co., Ltd.; Husteel Co., Ltd.; Kiduck Industries Co., Ltd.; Kum Kang Kind. Co., Ltd.; Kumsoo Connecting Co., Ltd.; Nexteel Co., Ltd.; SeAH Steel Corporation; Seonghwa Industrial Co., Ltd.; SIN-E B&P Co., Ltd.; Steel Flower Co., Ltd.; and WELTECH Co., Ltd.
For exporters of subject merchandise that were not under review (i.e., all except the 20 companies listed above), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the “all others” rate of 7.08% applies.
Assessment Rates for Entries December 2018 - November 2019
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Aug. 27, 2018, and April 30, 2020. Commerce will not assess AD duties for the companies subject to this review.
