Canada Softwood Lumber: Final Results of AD/CVD Admin Reviews

The Commerce Department on Dec. 2 published the final results of the antidumping and countervailing duty administrative reviews on softwood lumber products from Canada (A-122-857/C-122-858). These final results will be used to set final assessments of AD/CV duties on importers for subject merchandise entered Jan. 1, 2019, through Dec. 31, 2019.

For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD or CV duty rate but the manufacturer has, the AD or CV duty rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned an AD or CV duty cash deposit rate by Commerce, the AD duty all-others rate of 6.58% or the CV duty all-others rate of 14.19% applies, respectively.

New Cash Deposit Rates Take Effect Dec. 2

For entries on or after Dec. 2, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by the following companies:

Commerce is also setting new CV duty cash deposit requirements for subject merchandise entered on or after Dec. 2 that was produced or exported by the following companies:

Assessment Rates for Entries in January-December 2019

Commerce will also calculate the AD and CV duties it will assess on importers for entries of subject merchandise entered between Jan. 1, 2019, and Dec. 31, 2019. Importers of subject merchandise exported by Canfor, Resolute and West Fraser will be assessed AD duties at importer-specific rates. Importers of subject merchandise exported by the 271 average rate companies will be assessed AD duties at a rate of 11.59%. Commerce will use the rates listed above to set CV duty assessments for the 264 exporters under review for entries in calendar year 2019.
