Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From China (A-570-979/C-570-980). BYD America LLC, requesting a scope ruling that solar modules that were manufactured from Chinese wafers in a third country, where a p/n junction is added, and imported into the U.S. by BYD America are not covered by AD/CV duties.
