Commerce to Issue AD/CV Duty Orders on Aluminum Sheet; Refunds for Turkey, Indonesia

(A-791-825), Spain (A-469-820), Taiwan (A-583-867) and Turkey (A-489-839), and countervailing duties on common alloy aluminum sheet from Turkey (C-489-840), Bahrain (C-525-002) and India (C-533-896), after the International Trade Commission on March 31 voted that dumped and illegally subsidized imports of the product are injuring U.S. industry, the ITC said in a news release. The affirmative injury vote means that Commerce will issue AD/CV duty orders on aluminum sheet from these countries, and will begin conducting annual administrative reviews, if requested, to determine assessments of AD/CV duties on importers. The ITC also reversed Commerce's findings of “critical circumstances,” so the latter agency will refund all CV duty cash deposits collected for Turkey prior to May 16, 2020, and all AD duty cash deposits collected for Indonesia prior to July 17, 2020, in connection with the respective investigations. Commerce issued its final AD/CV duty determinations in March (see 2103050032 and 2103050027).
