South Korea Carbon and Alloy Steel Plate: Final Results of CV Admin Review
The Commerce Department issued the final results of its countervailing duty administrative review on carbon and alloy steel cut-to-length plate from South Korea (C-580-888). The agency set zero percent CV duty cash deposit rates for 35 exporters. As a result, Commerce will not assess CV duties on importers of subject merchandise from these 35 exporters entered Jan. 1, 2018, through Dec. 31, 2018.

New Cash Deposit Rates Take Effect March 22
New CV duty cash deposit rates for the producers and exporters subject to his review take effect March 22, the date these final results are set to be published in the Federal Register. The new rates, which will also apply for importer assessment purposes, are as follows:

Companies that didn't get a rate in this review will keep their most recently assigned cash deposit rate. If the exporter has never been assigned its own CV rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all-others rate applies.
No shipments. Commerce also found Hyundai Steel Company and Dongkuk Steel Mill Co., Ltd. had no shipments during the period under review. As a result, Hyundai and Dongkuk's CV duty cash deposit rates will not change, and any entries under their case numbers will be liquidated at the “all others” rate.
Review average rate.
