China Shrimp: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on frozen warmwater shrimp from China (A-570-893). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Feb. 1, 2018, through Jan. 31, 2019.

In final determination, Commerce found Shantou Red Garden Food Processing Co., Ltd. is not the successor in interest to Red Garden Food Processing Co., Ltd. for the purposes of AD duties on shrimp from China. As a result, Shantou RGFP will not inherit Red Garden Food Processing's AD rate, but Shantou RGFP was assigned its own individual AD duty rate in these final results.
New Cash Deposit Rates Take Effect Dec. 23
For entries on or after Dec. 23, Commerce is setting new AD duty cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

No shipments. Commerce found the following companies had no exports to the U.S. during the period of review, so these companies' rates will not change: Allied Pacific Aquatic Products (Zhanjiang) Co., Ltd.; Allied Pacific Food (Dalian) Co., Ltd.; and Allied Pacific (HK) Co., Ltd. Any entries under their case numbers will be liquidated at the China-wide rate.
China-wide. Commerce said that 81 companies did not cooperate with the review, and assigned them to the China-wide entity with a rate of 112.81%. See Commerce's notice for a full list.
Assessment Rates for Entries February 2018 - January 2019
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Feb. 1, 2018, and Jan. 31, 2019. Commerce will liquidate entries during that period from Shantou RGFP at importer-specific rates. Entries from all other companies under review will be liquidated at the rates above.
