China Garlic: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on fresh garlic from China (A-570-831). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Nov. 1, 2017, through Oct. 31, 2018.

In these final results, Commerce is ending the review for another 19 companies for which the agency had preliminarily found the requests for their review were invalid. According to Commerce, the two companies that requested reviews of these 19 companies made several misrepresentations, including about their status as domestic garlic growers and their connections to Chinese exporters. These 19 companies are: Hebei Golden Bird Trading Co., Ltd.; Jining Yongjia Trade Co., Ltd.; Jinxiang Changwei Agricultural Products Co., Ltd.; Jinxiang Dingyu Agricultural Products Co., Ltd.; Jinxiang Fitow Trading Co., Ltd.; Jinxiang Guihua Food Co., Ltd.; Jinxiang Hejia Co., Ltd.; Jinxiang Honghua Foodstuff Co., Ltd.; Jinxiang Infang Fruit & Vegetable Co., Ltd.; Jinxiang Kingkey Trade Co., Ltd.; Jinxiang Wanxing Garlic Products Co. Ltd.; Qingdao Doo Won Foods Co., Ltd.; Qingdao Joinseafoods Co. Ltd.; Shandong Chengwu Longxing Farm Produce & By-Product Co., Ltd.; Weifang Hongqiao International Logistics Co., Ltd.; Xinjiang Longping Hongan Xiwannian Chili Products Co., Ltd.; Yantai Jinyan Trading, Inc.; Zhengzhou Harmoni Spice Co., Ltd.; and Zhengzhou Yudishengjin Farm Products Co., Ltd.

New Cash Deposit Rates Take Effect Nov. 6

For entries on or after Nov. 6 (the publication date of these final results in the Federal Register), Commerce is setting new AD duty cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

China-wide. Commerce said Shandong Chenhe International Trading Co., Ltd. and Shandong Jinxiang Zhengyang Import & Export Co., Ltd. did not cooperate with the review, and assigned them to the China-wide entity with a rate of $4.71/kg.

Assessment Rates for Entries November 2017 - October 2018

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2017, and Oct. 31, 2018. Commerce will liquidate entries during that period from Goodman at importer-specific rates. The agency will liquidate entries during that period from other exporters subject to this review at the rates listed above.
