Taiwan Solar Products: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on crystalline silicon photovoltaic products from Taiwan (A-583-853). These final results will be used to set final assessments of AD duties on importers of subject merchandise entered Feb. 1, 2018, through Jan. 31, 2019.

For exporters of subject merchandise that were not under review (i.e., all except the companies listed below), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate but the manufacturer has, the rate assigned to the manufacturer applies. For merchandise manufactured and exported by companies that have never been assigned a cash deposit rate by Commerce, the all others rate of 19.5% applies.

New Cash Deposit Rates Take Effect March 24

For entries on or after March 24, Commerce is setting new AD duty cash deposit rates for subject merchandise produced or exported by 29 companies, as follows:

No shipments. Commerce found seven companies had no exports to the U.S. during the period of review, so these companies' rates will not change. Any entries under their case numbers will be liquidated at the “all others” rate of 19.5%. These companies are as follows: AU Optronics Corporation, Canadian Solar Inc., Canadian Solar International Limited, Canadian Solar Manufacturing (Changshu), Inc., Canadian Solar Manufacturing (Luoyang), Inc., Motech Industries Ltd., and Vina Solar Technology Co., Ltd.

Assessment Rates for Entries February 2018 - January 2019

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Feb. 1, 2018, and Jan. 31, 2019. For entries from Motech and Sino-American, Commerce is calculating importer-specific AD duty rates. Commerce will assess AD duties on the other companies subject to this review at the rates listed above.
