China Magnesia Carbon Bricks: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on magnesia carbon bricks from China (A-570-954). Commerce found six companies -- Liaoning Zhongmei High Temperature Material Co., Ltd., Liaoning Zhongmei Holding Co., Ltd., RHI Refractories Liaoning Co., Ltd., Shenglong Refractories Co., Ltd., Yingkou Heping Samwha Minerals, Co., Ltd., and Yingkou Heping Sanhua Materials Co., Ltd -- did not demonstrate independence from state control, assigning them the China-wide AD duty rate of 236%. Commerce will assess AD duties at this rate on subject merchandise from these six companies entered Sept. 1, 2017, through Aug. 31, 2018. A 236% AD duty cash deposit rate takes effect for each of these six companies on Feb. 20.

Commerce also found four companies -- Fedmet Resources Corporation; and Fengchi Imp. and Exp. Co., Ltd., and its affiliates Fengchi Imp. and Exp. Co., Ltd. of Haicheng City, Fengchi Mining Co., Ltd. of Haicheng City, and Fengchi Refractories Co., of Haicheng City -- did not have any shipments to the U.S. during the period of review, so their AD duty rates will not change. Any entries under their case numbers during the period Sept. 1, 2017, through Aug. 31, 2018, will be assessed AD duties at the 236% China-wide rate.
Additionally, for any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except the 10 companies listed above), cash deposit rates will also remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies.
