China Retail Bags: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on polyethylene retail carrier bags from China (A-570-886). Commerce found the only company remaining under review -- High Den Enterprises Ltd. -- did not demonstrate independence from state control, assigning it the China-wide AD duty rate of 77.57%. Commerce will assess AD duties at this rate on subject merchandise from High Den entered Aug. 1, 2017, through July 31, 2018. A 77.57% AD duty cash deposit rate for High Den takes effect Oct. 1.

For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except High Den Enterprises), cash deposit rates will also remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies.
