China Circular Welded Pipe: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on circular welded carbon quality steel pipe from China (A-570-910). Commerce found all 122 companies under review did not demonstrate independence from state control, assigning them the China-wide AD duty rate of 85.55%. Commerce will assess AD duties at this rate on subject merchandise from these 122 companies between July 1, 2017, and June 30, 2018. An 85.55% AD duty cash deposit rate for these 122 companies takes effect for each company on Sept. 19. See Commerce's preliminary results notice for a full list of these companies.

For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except the 122 companies listed in Commerce's notice), cash deposit rates will also remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies.

(The review period is 07/01/17 - 06/30/18. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 1905170036 for a summary of the preliminary results of this administrative review.)
