China Garlic: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review and concurrent new shipper review on fresh garlic from China (A-570-831). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Nov. 1, 2016, through Oct. 31, 2017.

New Cash Deposit Rates Take Effect July 24
For entries on or after July 24, Commerce is setting new AD duty cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

Commerce said the following companies did not cooperate with the review, and assigned them to the China-wide entity with a rate of $4.71/kg: Bestway Logistics Inc.; Chengwu Yuanxiang Industry and Commerce Co., Ltd.; China Union Agri. No shipments. Commerce found the following companies had no exports to the U.S. during the period of review, so these companies' rates will not change: Qingdao Tiantaixing Foods Co., Ltd. (QTF) and its affiliates Qingdao Lianghe International Trade Co., Ltd., Qingdao Xintianfeng Foods Co., Ltd., Qingdao Tianhefeng Foods Co., Ltd., Qingdao Beixing Trading Co., Ltd., Hebei Golden Bird Trading Co., Ltd. and Huamei Consulting; and Jining Shengtai Fruits & Vegetables Co., Ltd. Any entries during the period of review under their case numbers will be assessed AD duties at the $4.71/kg China-wide rate.
Assessment Rates for Entries November 2016 - October 2017
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2016, and Oct. 31, 2017. Commerce will liquidate entries during that period from Zhengyang at importer-specific rates. The agency will liquidate entries during that period from other exporters subject to this review at the rates listed above.
