China Wood Flooring: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on multilayered wood flooring from China (A-570-970). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Dec. 1, 2015, through Nov. 30, 2016.

In these final results, Commerce is ending the review of Fine Furniture (Shanghai) Limited and Dunhau City Jisen Wood Industry Co., Ltd., two companies which were originally subject to review but subsequently were declared exempt from AD duties pursuant to a recent court decision (see 1807290005).

New Cash Deposit Rates Take Effect July 26

For entries on or after July 26, Commerce is setting new AD duty cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

Average rate. In its administrative review, Commerce only calculated individual rates for Jiangsu Senmao and Dalian Floor, assigning another 67 companies under review a zero percent AD duty rate.

No shipments. Commerce found the following companies had no exports to the U.S. during the period of review, so these companies' rates will not change: Anhui Boya Bamboo & Wood Products Co., Ltd.; Changbai Mountain Development and Protection Zone Hongtu Wood Industrial Co., Ltd.; Chinafloors Timber (China) Co, Ltd.; Dalian Jiahong Wood Industry Co., Ltd.; Guangzhou Homebon Timber Manufacturing Co., Ltd.; Huzhou Muyun Wood Co., Ltd.; Jiangsu Keri Wood Co., Ltd.; Jiangsu Yuhui International Trade Co., Ltd.; Jiashan On-Line Lumber Co., Ltd.; Kingman Floors Co., Ltd.; Les Planchers Mercier, Inc.; Linyi Bonn Flooring Manufacturing Co., Ltd.; Power Dekor Group Co., Ltd.; Shanghai Lizhong Wood Products Co., Ltd.; Zhejiang Shuimojiangnan New Material Technology Co., Ltd.; and Zhejiang Simite Wooden Co., Ltd.

China-wide. Assessment Rates for Entries December 2015 - November 2016

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Dec. 1, 2015, and Nov. 30, 2016. Commerce will liquidate entries during that period without payment of AD duties for the 68 companies assigned a zero rate in these reviews. Entries from the China-wide companies will be liquidated at the 25.62% China-wide rate, as will any entries under the case numbers of the companies that purported to have no shipments.
