China Graphite Electrodes: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on small diameter graphite electrodes from China (A-570-929). Commerce determined Fushun Jinly Petrochemical Carbon Co., Ltd., did not undersell subject merchandise during the period of review, assigning it a zero percent AD duty rate. Subject merchandise from Fushun Jinly entered Feb. 1, 2016, through Jan. 31, 2017, will be liquidated without any assessment of AD duties, and future entries of subject merchandise from Fushun Jinly will not be subject to AD duty cash deposit requirements until further notice. Changes to cash deposit rates from these final results take effect July 16.

Commerce also found the Fangda Group and Xuzhou Jianglong Carbon Products Co., Ltd., did not have any shipments to the U.S. during the period of review, so its AD duty rate will not change. Any entries under its case number during the period Feb. 1, 2016, through Jan. 31, 2017, will be assessed AD duties at the 159.64% China-wide rate.
For antidumping duty purposes, the Fangda Group consists of Beijing Fangda Carbon Tech Co., Ltd., Chengdu Rongguang Carbon Co., Ltd., Fangda Carbon New Material Co., Ltd., Fushun Carbon Co., Ltd., and Hefei Carbon Co., Ltd.
For exporters of subject merchandise that were not under review (i.e., all except Fushun Jinly, the Fangda Group and Xuzhou Jianglong), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate, the China-wide rate of 159.64% applies.
