China Garlic: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review and concurrent new shipper review on fresh garlic from China (A-570-831). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Nov. 1, 2015, through Oct. 31, 2016.

New Cash Deposit Rates Take Effect June 15
For entries on or after June 15, Commerce is setting new AD duty cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

China-wide. Commerce said the following companies did not cooperate with the review, and assigned them to the China-wide entity with a rate of $4.71: China Union Agri. (Qingdao) Co., Ltd.; Juxian Huateng Organic Ginger Co., Ltd.; Qingdao Jiashan Trading Co., Ltd.; Shandong Helu International Trade Co., Ltd.; Weifang Wangyuan Food Co., Ltd.; and Zhengzhou Yudishengjin Farm Products Co., Ltd. Commerce also found a respondent to its new shipper review, the related companies Qingdao Joinseafoods Co., Ltd. and Join Food Ingredient Inc., did not cooperate, rescinding their new shipper review and continuing to be subject to the $4.71 China-wide rate.
No shipments. Commerce found the following companies had no exports to the U.S. during the period of review, so these companies' rates will not change: Jinan Farmlady Trading Co., Ltd.; Jining Shengtai Fruits & Vegetables Co., Ltd.; Jining Yifa Garlic Produce Co., Ltd.; Jinxiang Richfar Fruits & Vegetables Co., Ltd.; and Shijiazhuang Goodman Trading Co., Ltd. Any entries during the period of review under their case numbers will be assessed AD duties at the $4.71/kg China-wide rate.
Partial rescission. In these final results, Commerce is ending the review with no changes to AD duty rates for seven companies, including Harmoni, for which the agency found a domestic producer's request for review was not valid. These companies are as follows: Jinxiang Jinma Fruits Vegetables Products Co., Ltd.; Juxian Huateng Food Co., Ltd.; Qingdao Hailize (Sea-Line) International Trading Co., Ltd.; Qingdao Jiuyihongrun Foods Co., Ltd.; Qingdao Ritai Food Co., Ltd.; Zhengzhou Harmoni Spice Co., Ltd.; and Zhonglian Nongchan Co., Ltd.
Assessment Rates for Entries November 2015 - October 2016
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2015, and Oct. 31, 2016. Commerce will liquidate entries during that period from Zhengyang at importer-specific rates. The agency will liquidate entries during that period from other exporters subject to this review at the rates listed above.
