China Off-Road Tires: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review and a concurrent new shipper review on new pneumatic off-the-road tires from China (A-570-912). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Sept. 1, 2015, through Aug. 31, 2016.

New Cash Deposit Rates Take Effect April 17
For entries on or after April 17, Commerce is setting new AD duty cash deposit rates for some companies. Exporters that didn't get a rate in this review will continue to get the cash deposit rate set for the respective company in the most recent previous administrative review, and exporters that have never been assigned an AD rate will continue to be subject to the China-wide rate. The new rates are as follows:

China-wide entity. Commerce found Guizhou Tyre Co., Ltd./Guizhou Tyre Import and Export Corporation, Cheng Shin Rubber Industry Ltd. and Qingdao Milestone Tyres Co. Ltd. did not demonstrate independence from Chinese government control, assigning them to the China-wide entity with a rate of 105.31%.
New shipper review. Commerce is also ending the concurrent new shipper review for the Carlstar Group (i.e., merchandise produced by Carlisle (Meizhou) Rubber Manufacturing Co., Ltd. and exported by CTP Distribution (HK) Limited), because its review request was filed after the applicable deadline. This company will remain subject to the 105.31% China-wide rate.
Assessment Rates for Entries September 2015 - August 2016
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Sept. 1, 2015, and Aug. 31, 2016. Commerce will calculate importer-specific rates for entries from Zhongwei. Subject merchandise from all other companies will be assessed AD duties at the rates listed above.
