China Thermal Paper: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on lightweight thermal paper from China (A-570-920). Commerce found all three exporters under review -- Shenzhen Formers Printing Co., Ltd., Sailing International Ltd., and Suzhou Xiandai Paper Production Co. -- did not demonstrate independence from state control, assigning them a China-wide AD duty rate of 115.29%. Commerce will assess AD duties at this rate on subject merchandise exported by these three companies and entered between Nov. 1, 2015, and Oct. 31, 2016. A 115.29% AD duty cash deposit rate takes effect Feb. 16 for subject merchandise exported by each of these three companies.

For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except the three listed above), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies.

(The review period is 11/01/15 - 10/31/16. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 1711300028 for the preliminary results of this administrative review.)
