China Honey: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on honey from China (A-570-863). Commerce found the only company remaining under review -- Shanghai Sunbeauty Trading Co., Ltd. -- did not demonstrate independence from state control, assigning it the China-wide AD duty rate of $2.63/kg. Commerce will assess AD duties at this rate on subject merchandise from Sunbeauty entered between Dec. 1, 2015, and Nov. 30, 2016. A $2.63/kg AD duty cash deposit rate for Sunbeauty takes effect Oct. 12.

Commerce also found in a concurrent new shipper review that Jiangsu Runchen Agricultural/Sideline Foodstuff Co., Ltd. did not have any bona fide shipments to the U.S. during the period of review, so the agency is ending the new shipper review. Runchen will remain subject to the $2.63/kg China-wide rate.
Additionally, for any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except the two companies listed above), cash deposit rates will also remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies.
(The review period is 12/01/15 - 11/30/16. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 1707060034 for a summary of the preliminary results of this administrative review.)
