China Glycine: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on glycine from China (A-570-836). Commerce found the only company remaining under review -- Jizhou City Huayang Chemical Co., Ltd. -- did not demonstrate independence from state control, assigning it the China-wide AD duty rate of 453.79%. Commerce will assess AD duties at this rate on subject merchandise from Huayang Chemical entered between March 1, 2015, and Feb. 29, 2016. A 453.79% AD duty cash deposit rate for Huayang Chemical takes effect Oct. 12.

Commerce also found Baoding Mantong Fine Chemistry Co., Ltd. did not have any bona fide shipments to the U.S. during the period of review, so its AD duty rate will not change. Any entries under its case number during the period March 1, 2015, through Feb. 29, 2016, will be assessed AD duties at the 453.79% China-wide rate.

Additionally, for any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except the two companies listed above), cash deposit rates will also remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies.

(The review period is 03/01/15 --02/29/16. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 1704060035 for a summary of the preliminary results of this administrative review.)
