China Solar Cells: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on crystalline silicon photovoltaic cells, whether or not assembled into modules, from China (A-570-979) (here). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Dec. 1, 2014, through Nov. 30, 2015.

New Cash Deposit Rates Take Effect June 27
For entries on or after June 27, Commerce is setting new AD duty cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

Average rate. Commerce only calculated an individual rate for Canadian Solar and Trina, assigning another 25 companies under review a rate of 6.98%. See Commerce's notice for a full list.
No shipments. Commerce found the following companies had no exports to the U.S. during the period of review, so these companies' rates will not change: BYD (Shangluo) Industrial Co., Ltd., Canadian Solar Inc., Dongguan Sunworth Solar Energy Co., Ltd., Jiangsu High Hope Int’l Group, Wuxi Suntech Power Co., Ltd/Luoyang Suntech Power Co., Ltd., Zhongli Talesun Solar Co. Ltd, and Shenzhen Glory. Any entries under these companies' case numbers will be assessed duties at the 238.95% China-wide rate.
China-wide. Commerce found the following companies did not cooperate with the review, and assigned them to the China-wide entity with a rate of 238.95%: Jiangsu Sunlink PV Technology Co., Ltd., Ningbo Hisheen Electrical Co., Ltd., and Ningbo Qixin Solar Electrical Appliance Co., Ltd.
Assessment Rates for Entries December 2014 - November 2015
Commerce is using the rates it calculated in these final results to set assessments of AD duties on importers of subject merchandise for entries between Dec. 1, 2014, and Nov. 30, 2015. Commerce will liquidate entries from Canadian Solar and Trina during that period at importer-specific rates. Entries from the other companies under review will be liquidated at the rates listed above.
