China Garlic: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on garlic from China (A-570-831) (here). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Nov. 1, 2014, through Oct. 31, 2015.

Commerce is ending this review for Zhengzhou Harmoni Spice Co., Ltd., and Jinxiang Jinma Fruits Vegetables Products Co., Ltd., without any change to their AD rates. Any subject merchandise from these two exporters entered during the period Nov. 1, 2014, through Oct. 31, 2015, will be liquidated "as entered" at the rate in effect at the time of entry. Commerce ruled the request for review of Harmoni and Jinxiang was invalid, in part because the New Mexico garlic farmers that requested the review of Harmoni and Jinxiang were actually in league with other Chinese exporters, the agency said.
New Cash Deposit Rates Take Effect June 14
For entries on or after June 14, Commerce is setting new AD duty cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

Assessment Rates for Entries November 2014 - October 2015
Commerce is using the rates it calculated in these final results to set assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2014, and Oct. 31, 2015. Commerce will liquidate entries from Bosun during that period at importer-specific rates. Entries from the other companies under review will be liquidated at the rates listed above.
