China Citric Acid: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on citric acid and certain citrate salts from China (A-570-937) (here). Commerce found 15 companies did not demonstrate independence from state control, assigning all 15 the China-wide AD duty rate of 156.87%. Commerce will assess AD duties at this rate on subject merchandise from these 15 companies entered between May 1, 2015, and April 30, 2016. A 156.87% AD duty cash deposit rate for these seven companies takes effect June 14.

The 15 companies Commerce is assigning to the China-wide entity are as follows: Laiwu Taihe Biochemistry Co., Ltd.; Anhui BBCA International Co., Ltd.; BCH Chemical International Limited; China Chem Source (HK) Co., Ltd.; COFCO Biochemical AnHui Co., Ltd.; Jiangsu Guoxin Union Energy Co., Ltd.; Kaifeng Chemical Co., Ltd.; Qingdao Chongzhi International; Qingdao Samin Chemical Co., Ltd.; Shanghai Fenhe International Co., Ltd.; Sunshine Biotech International Co., Ltd.; Tianjin Kaifeng Chemical Co., Ltd.; TTCA Co., Ltd.; Weifang Ensign Industry Co., Ltd.; and Yixing-Union Biochemical Co., Ltd.
Commerce also found two companies -- Niran (Thailand) Co., Ltd. and Niran Biochemical Limited -- did not have any shipments to the U.S. during the period of review, so these companies' AD duty rates are unchanged. Any entries under their case numbers in calendar year 2015 will be assessed AD duties at the 156.87% China-wide rate.
Additionally, for any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except the 17 companies listed above), cash deposit rates will also remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies.
