China Diamond Sawblades: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on diamond sawblades from China (A-570-900) (here). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Nov. 1, 2014, through Oct. 31, 2015.

New Cash Deposit Rates Take Effect June 12

For entries on or after June 12, Commerce is setting new AD duty cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

Average rate. Commerce only calculated an individual rate for Bosun, assigning another 22 companies under review Bosun's rate of 6.19%. See Commerce's notice for a full list.

No shipments. Commerce found the following companies had no exports to the U.S. during the period of review, so these companies' rates will not change: Danyang City Ou Di Ma Tools Co., Ltd., Danyang Tsunda Diamond Tools Co., Ltd., Qingdao Hyosung Diamond Tools Co., Ltd., Qingdao Shinhan Diamond Industrial Co., Ltd., and Shanghai Starcraft Tools Co., Ltd. Any entries under these companies' case numbers will be assessed duties at the 82.05% China-wide rate.

China-wide. Commerce found the following companies did not cooperate with the review, and assigned them to the China-wide entity with a rate of 82.05%: ASHINE Diamond Tools Co., Ltd., Hebei XMF Tools Group Co., Ltd., Henan Huanghe Whirlwind Co., Ltd., and Henan Huanghe Whirlwind International Co., Ltd. Though Commerce's preliminary results also listed Pujiang Talent Diamond Tools Co., Ltd., among these China-wide companies, the company is not mentioned in Commerce's notice or in its draft liquidation instructions to CBP.

Assessment Rates for Entries November 2014 - October 2015

Commerce is using the rates it calculated in these final results to set assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2014, and Oct. 31, 2015. Commerce will liquidate entries from Bosun during that period at importer-specific rates. Entries from the other companies under review will be liquidated at the rates listed above.
