China Wood Flooring: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review (here) and a concurrent new shipper review (here) on multilayered wood flooring from China (A-570-970). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Dec. 1, 2014, through Nov. 30, 2015.

New Cash Deposit Rates Take Effect June 5

For entries on or after June 5, Commerce is setting new AD duty cash deposit rates. For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except those listed below), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies. The new rates are as follows:

Average rate. In its administrative review, Commerce only calculated individual rates for Jiangsu Senmao and Dalian Floor, assigning another 73 companies under review a rate of 17.37%.

No shipments. Commerce found the following companies had no exports to the U.S. during the period of review, so these companies' rates will not change: Changbai Mountain Development and Protection Zone Hongtu Wood Industrial Co., Ltd.; Dalian Xinjinghua Wood Co., Ltd.; Guangzhou Homebon Timber Manufacturing Co., Ltd.; Henan Xingwangjia Technology Co., Ltd.; Jiangsu Yuhui International Trade Co., Ltd.; Power Dekor Group Co., Ltd.; Shenyang Senwang Wooden Industry Co., Ltd.; Xuzhou Antop International Trade Co., Ltd.; Yekalon Industry Inc.; and Zhejiang Shuimojiangnan New Material Technology Co., Ltd.

China-wide. Commerce said the following companies did not cooperate with the review, and assigned them to the China-wide entity with a rate of 25.62%: Anhui Suzhou Dongda Wood Co., Ltd.; Baiying Furniture Manufacturer Co., Ltd.; Cheng Hang Wood Co., Ltd.; HaiLin XinCheng Wooden Products, Ltd.; Hangzhou Dazhuang Floor Co., Ltd (dba Dasso Industrial Group Co., Ltd).; Hangzhou Huahi Wood Industry Co., Ltd.; Huber Engineering Wood Corp.; Huzhou City Nanxun Guangda Wood Co., Ltd.; Huzhou Fuma Wood Co., Ltd.; Jiafeng Wood (Suzhou) Co., Ltd.; Qingdao Barry Flooring Co., Ltd.; Shandong Kaiyuan Wood Industry Co., Ltd.; Shanghai Anxin (Weiguang) Timber Co., Ltd.; Shanghai Eswell Timber Co., Ltd.; Shanghai New Sihe Wood Co., Ltd.; Shanghai Shenlin Corporation; Vicwood Industry (Suzhou) Co. Assessment Rates for Entries December 2014 - November 2015

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Dec. 1, 2014, and Nov. 30, 2015. Commerce will liquidate entries during that period without payment of AD duties for the 76 companies assigned a zero rate in these reviews. Entries from the China-wide companies will be liquidated at the 25.62% China-wide rate, as will any entries under the case numbers of the companies that purported to have no shipments.
