China Polyester Staple Fiber: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on polyester staple fiber from China (A-570-905) (here). Commerce found the only exporter under review -- Hangzhou Huachuang Co., Ltd. -- did not demonstrate independence from state control, assigning it the China-wide AD duty rate of 44.3%. Commerce will assess AD duties at this rate on subject merchandise exported by Hangzhou Huachuang and entered between June 1, 2015, and May 31, 2016. A 44.3% AD duty cash deposit rate takes effect May 22 for subject merchandise exported by Hangzhou Huachuang.

For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except Hangzhou Huachuang), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies.
