China Off-Road Tires: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on new pneumatic off-the-road tires from China (A-570-912) (here). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered Sept. 1, 2014, through Aug. 31, 2015.

New Cash Deposit Rates Take Effect April 21

For entries on or after April 21, Commerce is setting new AD duty cash deposit rates for some companies. Exporters that didn't get a rate in this review will continue to get the cash deposit rate set for the respective company in the most recent previous administrative review, and exporters that have never been assigned an AD rate will continue to be subject to the China-wide rate. The new rates are as follows:

China-wide rate. Commerce found Guizhou Tyre Co., Ltd. and Guizhou Tyre Import and Export Corporation, Aeolus Tyre Co., Ltd., and Tianjin Leviathan International Trade Co., Ltd., did not demonstrate independence from government control, and assigned them the 105.31% China-wide entity rate.

No shipments. Commerce found Trelleborg Wheel Systems Hebei Co. had no exports to the U.S. during the period of review, so its AD duty cash deposit rate will not change. Any entries under its case number during the period of review will be liquidated at the 105.31% China-wide rate.

Assessment Rates for Entries September 2014 - August 2015

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Sept. 1, 2014, and Aug. 31, 2015. Commerce will calculate importer-specific rates for entries from Xugong. Entries from all other exporters covered by this review will be liquidated at the rates listed above.
