China Xanthan Gum: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on xanthan gum from China (A-570-985) (here). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered July 19, 2013, through June 30, 2014.

Commerce concurrently issued the final results of its administrative review of xanthan from China covering the period July 1, 2014, through June 30, 2015 (see 1702220019). Because Commerce set new AD duty cash deposit rates in the review covering 2014-15 entries for all exporters subject to the 2013-14 review, these final results of the 2013-14 review will not affect cash deposit rates. Cash deposit rates set in the 2014-15 review are in effect beginning Feb. 23.

For assessment purposes, Commerce calculated the following AD rates for the six exporters under review:

China-wide rate. Commerce found Hebei Xinhe Biochemical Co. Ltd. and Shanghai Smart Chemicals Co., Ltd., did not demonstrate independence from government control, and assigned them the 154.07% China-wide entity rate.

Assessment Rates for Entries July 2013 - June 2014

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between July 19, 2013, and June 30, 2014. Commerce will liquidate entries from Fufeng and its affiliates without regard to AD duties. Subject merchandise from Deosen, A.H.A., CP Kelco, Shanghai Smart and Xinhe Biochemical will be assessed AD duties at the rates listed above.
