China Xanthan Gum: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on xanthan gum from China (A-570-985) (here). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered July 1, 2014, through June 30, 2015.

New Cash Deposit Rates Take Effect Feb. 23
For entries on or after Feb. 23, Commerce is setting new AD duty cash deposit rates for some companies. Exporters that didn't get a rate in this review will continue to get the cash deposit rate set for the respective company in the most recent previous administrative review, and exporters that have never been assigned an AD rate will continue to be subject to the China-wide rate. The new rates are as follows:

China-wide rate. Commerce found Hebei Xinhe Biochemical Co. Ltd. did not demonstrate independence from government control, and assigned it the 154.07% China-wide entity rate.
No shipments. Commerce found Meihua Group International Trading (Hong Kong) Limited, Langfang Meihua Bio-Technology Co., Ltd., and Xinjiang Meihua Amino Acid Co., Ltd., had no exports to the U.S. during the period of review, so these companies' AD duty cash deposit rate will not change. Commerce is also ending the review for Inner Mongolia Jianlong Biochemical Co., Ltd., because its only sale during the period of review was not bona fide.
Assessment Rates for Entries July 2014 - June 2015
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between July 1, 2014, and June 30, 2015. Commerce will liquidate entries from Fufeng and its affiliates without regard to AD duties. Subject merchandise from Deosen, A.H.A., CP Kelco, Shanghai Smart and Xinhe Biochemical will be assessed AD duties at the rates listed above. Entries under the case numbers of the no shipments companies will be assessed AD duties at the 154.07% China-wide rate.
