China Magnesia Carbon Bricks: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on magnesia carbon bricks from China (A-570-954) (here). Commerce found 15 companies did not demonstrate independence from state control, assigning all 15 the China-wide AD duty rate of 236%. Commerce will assess AD duties at this rate on subject merchandise from these 15 companies entered between Sept. 1, 2014, and Aug. 31, 2015. A 236% AD duty cash deposit rate for these 15 companies takes effect Jan. 6.

The 15 companies Commerce is assigning to the China-wide entity are as follows: Dashiqiao City Guancheng Refractor Co., Ltd.; Fengchi Mining Co., Ltd. of Haicheng City; Fengchi Refractories Co., of Haicheng City; Jiangsu Sujia Group New Materials Co., Ltd.; Liaoning Fucheng Refractories Group Co., Ltd.; Liaoning Fucheng Special Refractory Co., Ltd.; Liaoning Jiayi Metals & Minerals Co., Ltd.; Puyang Refractories Group Co., Ltd.; Yingkou Bayuquan Refractories Co., Ltd.; Yingkou Dalmond Refractories Co., Ltd.; Yingkou Guangyang Co., Ltd.; Yingkou Jiahe Refractories Co. Ltd.; Yingkou Kyushu Refractories Co., Ltd.; Yingkou New Century Refractories Ltd.; and Yingkou Wonjin Refractory Material Co., Ltd.

Commerce also found Fengchi Imp. and Exp. Co., Ltd. of Haicheng City and RHI Refractories Liaoning, Co. Ltd., did not have any shipments to the U.S. during the period of review, so these companies' AD duty rates are unchanged. Any entries under their case numbers will be assessed AD duties at the 236% China-wide rate.

Additionally, for any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except the 17 companies listed above), cash deposit rates will also remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies.
