China Thermal Paper: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on lightweight thermal paper from China (A-570-920) (here). Commerce found both exporters under review -- Jaan Huey Co. Ltd. and Shanghai Hanhong Paper Co., Ltd./Hanhong Paper Co. Ltd -- did not demonstrate independence from state control, assigning them the China-wide AD duty rate of 115.29%. Commerce will assess AD duties at this rate on subject merchandise from these two companies entered between Nov. 1, 2014, and Oct. 31, 2015. A 115.29% AD duty cash deposit rate takes effect for Jaan Huey and Hanhong on Dec. 16.

For any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except Jaan Huey and Hanhong), cash deposit rates will remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies.
