New Cash Deposit Rates Take Effect Sept. 9

New cash deposit rates take effect for subject merchandise produced or exported by the companies under review, entered on or after Sept. 9, as follows:

ExporterAD Rate
Fangda Group: Beijing Fangda Carbon Tech Co., Ltd., Chengdu Rongguang Carbon Co., Ltd., Fangda Carbon New Material Co., Ltd., Fushun Carbon Co., Ltd., and Hefei Carbon Co., Ltd.11.49%
Fushun Jinly Petrochemical Carbon Co., Ltd.zero
Xuzhou Jianglong Carbon Products Co., Ltd11.49%

For exporters of subject merchandise that were not under review (i.e., all except Fangda, Fushin Jinly and Xuzhou Jianglong), cash deposit rates remain at the level set in the most recent review of each respective company. If the exporter has never been assigned its own AD rate the China-wide rate of 159.64% applies.

Assessment Rates

As a result of Fushun Jinly's zero rate, Commerce will direct CBP to liquidate subject merchandise produced or exported by Fushin Jinly, with a time of entry between Feb. 1, 2014, and Jan. 31, 2015, without regard to AD duties. Commerce will calculate importer-specific rates for entries from the Fangda Group. Entries from Xuzhou Jianglong will be liquidated at the rate listed above.

(The review period is 02/01/14 -- 01/31/14. See Commerce's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, etc. See 1603090016 for summary of the preliminary results of this administrative review.)
