China Activated Carbon: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on activated carbon from China (A-570-904) (here). These final results will be used to set final assessments of AD duties on importers for subject merchandise entered April 1, 2014, through March 31, 2015.

New Cash Deposit Rates Take Effect Sept. 8
For entries on or after Sept. 8, Commerce is setting new AD duty cash deposit rates for some companies. Exporters that didn't get a rate in this review will continue to get the cash deposit rate set for the respective company in the most recent previous administrative review, and exporters that have never been assigned an AD rate will continue to be subject to the China-wide rate. The new rates are as follows:

China-wide rate. Commerce found 181 companies did not demonstrate independence from government control, and assigned them the $2.42/kg China-wide entity rate. See Commerce's notice for a full list.
No shipments. Commerce found Carbon Activated Tianjin Co. Ltd. had no exports to the U.S. during the period of review, so its AD duty cash deposit rate will not change.
Assessment Rates for Entries April 2014 - March 2015
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Dec. 1, 2013, and Nov. 30, 2014. Commerce will calculate importer-specific assessment rates for entries exported by Jacobi Carbons and Datong Juqiang during the period of review. Commerce will assess AD duties at $1.357/kg for the other 15 companies assigned their own rate in this review, and at $2.42/kg for the 181 China-wide companies as well as any entries under the case number of Carbon Activated Tianjin.
