China Polyester Staple Fiber: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on polyester staple fiber from China (A-570-905) (here). Commerce found Zhaoqing Tifo New Fibre Co., Ltd. did not demonstrate independence from state control, assigning the company the China-wide AD duty rate of 44.3%. Commerce will assess AD duties at this rate on subject merchandise from Creative Furniture entered between June 1, 2013 and May 31, 2014. A 44.3% AD duty cash deposit rate for Zhaoqing Tifo takes effect Jan. 27.

Commerce also found Takayasu Industrial (Jiangyin) Co., Ltd. did not have any shipments to the U.S. during the period of review, so the company's AD duty rate is unchanged. Additionally, for any other exporters of subject merchandise that were not under review (i.e., all exporters of subject merchandise except Zhaoqing Tifo and Takayasu), cash deposit rates will also remain at the level set in the most recent review of each respective company. For companies that have never been assigned a cash deposit rate by Commerce, the China-wide rate applies.
