CBP Seeks Comments on Further Revised 5106

CBP is seeking comments to some additional changes to the Importer ID Input Record (CBP Form 5106), the agency said in a notice (here). CBP previously asked for comment on major revisions to the form in October last year (see 14100815). Some of the planned changes were controversial among industry (see 1412090024 and 1412240014). The agency addressed some of those concerns in this request for comments. Comments are due Aug. 26.

Among the controversial aspects of the previous revision were new data fields for detailed information on corporate officers, such as a social security numbers. CBP said "the instructions were amended to clarify that" several fields within the company information section are optional. The optional fields include the DUNS Number for the Importer; and the social security and passport numbers for the company officers, it said. CBP also added a statement to say active participants in CBP partnership programs, such as Customs-Trade Partnership Against Terrorism and Importer Self-Assessment, aren't required to provide the company information.

CBP also increased the estimated average time to complete this form from 30 minutes to 45 minutes. CBP also proposed to change the name of the form to “Create/Update Importer Identity Form.” CBP posted the 27 comments (here) to its proposal from October, it said. It also posted the revised form (here) it is seeking additional comment on.
