China Multilayered Wood Flooring: Final Results of AD Admin Review and New Shipper Review

The Commerce Department issued the final results of the antidumping duty administrative review and a concurrent new shipper review on multilayered wood flooring from China (A-570-970) (here). The new rates will be used to set assessments of AD duties for subject merchandise exported by nearly 100 Chinese companies under review that was entered between December 2012 and November 2013.

New Cash Deposit Rates Take Effect July 15

For entries on or after July 15, Commerce is setting new AD duty cash deposit rates for some exporters. Companies that didn't get a rate in this review will continue to get the cash deposit rate set in the most recent previous administrative review, and companies that have never been assigned an AD rate will get the China-wide rate of 58.84%. The new rates are as follows:

Commerce also found over 20 companies did not demonstrate independence from government control, and assigned to the China-wide entity. Another seven companies had no shipments of subject merchandise during the period of review, and will stay at the cash deposit rate calculated in the most recent review of each company.

In its concurrent new shipper review, Commerce is also setting a new AD cash deposit rate for subject merchandise both produced and exported by Shanghai Tainai:

Assessment Rates For Entries December 2012 - November 2013

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for reviewed entries between Dec. 1, 2012 and Nov 30, 2013. The agency said it will calculate importer-specific rates for importers of subject merchandise from the Jiangsu Senmao. For Dalian Dajen and Linyi Anying, both of which received a zero percent rate, Commerce will instruct CBP to liquidate entries without payment of AD duties.
