China Wooden Bedroom Furniture: Final Results of AD Admin Review and New Shipper Review

The Commerce Department issued the final results of its antidumping duty administrative review and concurrent new shipper review on wooden bedroom furniture from China (A-570-890) (here). Of the 28 companies subject to the administrative review, Commerce assigned 16 the 216.01% China-wide rate, and found the other 12 had no exports to the U.S. during the period of review, leaving their rates unchanged. In the new shipper review, Commerce assigned a zero percent AD duty rate to subject merchandise both produced and exported by Wuxi Yushea Furniture Co., Ltd. The reviews will be used to set assessments on importers from these 29 companies for subject merchandise entered in calendar year 2013. New cash deposit rates set in these reviews take effect June 17.

The 16 companies that Commerce found did not demonstrate independence from Chinese government control and assigned the 216.01% China-wide rate are as follows: Art Heritage International, Ltd., Super Art Furniture Co., Ltd., Artwork Metal & Plastic Co., Ltd., Jibson Industries Ltd., Always Loyal International; Cheng Meng Furniture (Pte) Ltd., Cheng Meng Decoration & Furniture (Suzhou) Co., Ltd.; Coe., Ltd.; Dalian Huafeng Furniture Co., Ltd.; Dalian Huafeng Furniture Group Co., Ltd.; Dongguan Hung Sheng Artware Products Co., Ltd., Coronal Enterprise Co., Ltd.; Dongguan Yujia Furniture Co., Ltd./Dongguan Yujia Furniture Co., Ltd.; Liang Huang (Jiaxing) Enterprise Co., Ltd.; Marvin Furniture (Shanghai) Co. Ltd.; Prime Best Factory; Prime Best International Co., Ltd.; Prime Wood International Co., Ltd; Sen Yeong International Co., Ltd., Sheh Hau International Trading Ltd.; Strongson Furniture (Shenzhen) Co., Ltd., Strongson Furniture Co., Ltd., Strongson (Hk) Co.; Zhang Zhou Sanlong Wood Product Co., Ltd.; and Jiedong Lehouse Furniture Co., Ltd.

No shipments companies. Commerce found the following 12 companies had no exports of subject merchandise to the U.S. during the period of review, leaving their rates unchanged: Baigou Crafts Factory Of Fengkai; Clearwise Company Limited; Dongguan Chengcheng Furniture Co., Ltd./Dongguan Chengcheng Furniture Co., Ltd.; Dongguan Singways Furniture Co., Ltd.; Eurosa (Kunshan) Co., Ltd., Eurosa Furniture Co., (Pte) Ltd.; Golden Well International (HK) Ltd./Zhangzhou XYM Furniture Product Co., Ltd.; Hangzhou Cadman Trading Co., Ltd./Haining Changbei Furniture Co., Ltd.; Hualing Furniture (China) Co., Ltd., Tony House Manufacture (China) Co., Ltd., Buysell Investments Ltd., Tony House Industries Co., Ltd.; Rizhao Sanmu Woodworking Co., Ltd.; Shenyang Shining Dongxing Furniture Co., Ltd.; Yeh Brothers World Trade, Inc.; and Zhejiang Tianyi Scientific & Educational Equipment Co., Ltd./Zhejiang Tianyi Scientific & Educational Equipment Co., Ltd.

Cash Deposit Requirements

Effective June 17, Commerce will require AD duty cash deposits at the 216.01% China-wide rate for the 16 companies that didn’t demonstrate independence from Chinese government control. Subject merchandise both produced and exported by Wuxi Yushea Furniture Co., Ltd. will not be subject to AD cash deposit requirements until further notice.

Companies that didn't get a new rate in this review (i.e., companies that had no exports to the U.S. as well as all exporters of subject merchandise that were not under review) will continue to be subject to the cash deposit rate set in the most recent previous administrative review, and companies that have never been assigned an AD rate will continue to be subject to the 216.01% China-wide rate.

Assessment Rates

Commerce will assess AD duties on importers of subject merchandise entered in calendar year 2013 at the rates listed above. Subject merchandise from any of the 12 companies that purported to have no exports, as well as subject merchandise that isn't both produced and exported by Wuxi Yushea, will be liquidated at the China-wide rate,
