China Mushrooms: Final Results of AD Admin Review and New Shipper Review
The Commerce Department issued the final results of the antidumping duty administrative review (here) and a concurrent new shipper review on preserved mushrooms from China (A-570-851) (here). The new rates will be used to set assessments of AD duties for subject merchandise entered February 2012 through January 2013 that was exported by the companies under review.

New Cash Deposit Rates Take Effect June 8
For entries on or after June 8, Commerce is setting new AD duty cash deposit rates for some exporters. Companies that didn't get a rate in this review will continue to get the cash deposit rate set in the most recent previous administrative review, and companies that have never been assigned an AD rate will get the China-wide rate of 308.33%. The new rates are as follows:

Commerce also found 47 companies did not demonstrate independence from government control, and assigned to the China-wide entity wth a rate of 308.33%. The agency determined Xiamen International Trade & Industrial Co., Ltd. (XITIC) and Zhangzhou Hongda Import & Export Trading Co., Ltd. and not have any exports to the U.S. during the period under review, so those two company's rates will not change.
In its concurrent new shipper review, Commerce calculated a zero percent AD duty cash deposit rate for subject merchandise produced by Shandong Fengyu Edible Fungus Co., Ltd. and exported by Dezhou Kaihang Agricultural Science Technology Co., Ltd. That rate will also take effect June 8.
Assessment Rates For Entries February 2012 - January 2013
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise from exporters under review for entries between Feb. 1, 2012 and Jan. 31, 2013 (assessment rates for the new shipper review also apply to entries in February 2013). The agency said it will calculate importer-specific rates for importers of subject merchandise from Kangfa and Gangchang. For subject merchandise produced by Fengyu and exported by Kaihang, which received a zero percent rate, Commerce will instruct CBP to liquidate entries without payment of AD duties.
