China Laminated Woven Sacks: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on laminated woven sacks from China (A-570-916) (here). Commerce found all nine exporters under review did not prove independence from Chinese government control, assigning them to the China-wide entity with an AD duty rate of 47.64%. New cash deposit rates these companies take effect April 21.

The nine companies subject to this review and found to be part of the China-wide entity include: Changle Baodu Plastic Co., Ltd.; Shangdong Qikai Plastics Product Co., Ltd.; Wenzhou Hotsun Plastics Co., Ltd.; Zibo Aifudi Plastic Packaging Co., Ltd.; Zibo Linzi Luitong Plastic Fabric Co., Ltd.; Zibo Linzi Shuaiqiang Plastics Co., Ltd.; Zibo Linzi Qitianli Plastic Fabric Co., Ltd.; Zibo Linzi Worun Packing Product Co., Ltd.; and Zibo Qigao Plastic Cement Co., Ltd.
Companies that didn't get a rate in this review (i.e., all exporters of subject merchandise except the nine under review) will continue to be subject to the cash deposit rate set in the most recent previous administrative review, and companies that have never been assigned an AD rate will continue to be subject to the China-wide rate.
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Aug. 1, 2013 and July 31, 2014. For entries exported by the China-wide companies, including the nine companies subject to this review, the agency will assess AD duties at the 47.64% China-wide rate.
