China Graphite Electrodes: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on small diameter graphite electrodes from China (A-570-929) (here). Commerce assigned exporter under review, Henan Sanli Carbon Products Co., Ltd., to the China-wide entity, with an AD duty rate of 159.64%. The new cash deposit rate for the company takes effect March 17.

Companies that didn't get a rate in this review (i.e., all exporters except Henan Sanli) will continue to be subject to the cash deposit rate set in the most recent previous administrative review, and companies that have never been assigned an AD rate will continue to be subject to the China-wide rate.
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Feb. 1, 2013 and Jan. 31, 2014. For entries exported by the China-wide companies, including Henan Sanli, the agency will assess AD duties at the 159.64% China-wide rate.
