China Carbon Steel Plate: Final Results of AD Admin Review
The Commerce Department issued the final results of the antidumping duty administrative review on cut-to-length carbon steel plate from China (A-570-849) (here). These final results will be used to set assessments of AD duties on importers for entries between Nov. 1, 2012 and Oct. 31, 2013.

New Cash Deposit Rates Take Effect March 16
Commerce assigned the only individually investigated company with sales to the U.S. during the period of review, Zhengzhou Shangdao, to the China-wide entity. Companies that didn't get a rate in this review will continue to get the cash deposit rate set in the most recent previous administrative review, and companies that have never been assigned an AD rate will get the China-wide rate. Rates are as follows:

Assessment Rates For Entries November 2012 - October 2013
Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Nov. 1, 2012 and Oct. 31, 2013 For entries exported by the China-wide companies, including Zhengzhou Shangdao, the agency will assess AD duties at the 128.59% China-wide rate. Any entries of subject merchandise claiming Hunan Valin Xiangtan Iron & Steel Co., Ltd. as the exporter will also be liquidated at the China-wide rate, because the company reported no shipments to the U.S. during the period of review.
