Industry officials said Baker had spent several months weighing options before making the changes. One industry official said Baker had taken the job with a mandate for change from CTIA’s board. Baker had already made one big hire, naming Brad Gillen chief of staff. Gillen was a key aide to Baker when she was an FCC commissioner (see 1407150066). Guttman-McCabe had been at CTIA since 2001, eventually being named executive vice president last year (http://prn.to/1oqVPg9). He has often been the face of the group at the FCC and before Congress. He worked for Wiley Rein before being joining the CTIA staff. Scott Bergmann, vice president-regulatory affairs, has run the public affairs shop at CTIA since Guttman-McCabe was moved to a broader role at the association.
Baker said in June CTIA would hold off on a major personnel moves until after its September show in Las Vegas (see 1406180053). A CTIA spokeswoman declined to comment.
