China Graphite Electrodes: Final Results of AD Admin Review

The Commerce Department issued the final results of the antidumping duty administrative review on small diameter graphite electrodes from China (A-570-929). These final results will be used to set assessments of AD duties on importers for entries between Feb. 1, 2012 and Jan. 31, 2013. New AD duty cash deposit rates set in this review will take effect Sept. 25.

New Cash Deposit Rates Take Effect Sept. 25

For entries on or after Sept. 25, Commerce is setting new AD duty cash deposit rates for seven exporters of graphite electrodes from China, and assigning 13 other exporters the high China-wide rate. Companies that didn't get a rate in this review will continue to get the cash deposit rate set in the most recent previous administrative review, and companies that have never been assigned an AD rate will get the China-wide rate. The new rates are as follows:

China-wide rate. Commerce continued to find 13 companies did not demonstrate independence from control by the Chinese government. As such, it found these companies are not entitled to their own AD rates, but will instead be subject to the higher China-wide rate. These companies are Fushun Jinly Petrochemical Carbon Co., Ltd.; Fangda Lanzhou Carbon Joint Stock Company Co. Ltd.; Jilin Carbon Graphite Material Co., Ltd.; Lanzhou Carbon Co., Ltd.; Lanzhou Carbon Import & Export Corp.; Lanzhou Hailong New Material Co.; Lanzhou Hailong Technology; Liaoning Fangda Group Industrial Co., Ltd.; Sinosteel Anhui Co., Ltd.; Sinosteel Corp.; Sinosteel Jilin Carbon Plant; Sinosteel Jilin Carbon Imp. & Exp. Co., Ltd.; Sinosteel Sichuan Co., Ltd.

Assessment Rates For Entries February 2012 - January 2013

Commerce is using the rates it calculated in these final results to calculate assessments of AD duties on importers of subject merchandise for entries between Feb. 1, 2012 and Jan. 31, 2013. For entries exported by Beijing Fangda, Chengdu Rongguang, Fangda Carbon, Fushun Carbon, and Hefei Carbon, Commerce will calculate a specific AD duty rate for each importer. For entries exported by Xinghe Muzi and Jiilin Carbon, as well as the China-wide rate companies, the agency will assess AD duties at the rates it calculated in this administrative review (21.16% and 159.64%, respectively).
